“The FDIC’s most recent actions leave little doubt that regulatory conditions are more receptive to bank startups than at any time since the financial crisis,” said Deer. “De novo banks fill important gaps in local banking markets and provide credit services to communities that may be overlooked by other financial institutions. The Birmingham metropolitan area is comprised of many different communities and markets, so there is always an opportunity for organizers to identify a segment that is underserved.”
