Bradley continues the strategic expansion of its Government Enforcement & Investigations Practice Group with the additions of partner Scott F. Mascianica in Dallas and counsel Andrew Bastnagel in Washington, D.C. Both attorneys join Bradley from Hilgers PLLC, where Mr. Mascianica led that firm’s Government Enforcement & Investigations practice.

With over 20 years of experience, Mr. Mascianica’s practice focuses on advising companies, boards and audit committees, auditors, regulated entities, and individuals in government enforcement proceedings, internal investigations, and related litigation. He has successfully defended numerous entities and individuals in complex investigations involving the U.S. Securities and Exchange Commission (SEC), U.S. Department of Justice (DOJ), Financial Industry Regulatory Authority, Commodity Futures Trading Commission, and state regulators. He is also frequently called upon to lead internal investigations for corporate clients, audit committees, and boards of directors on sensitive matters, from executive-level misconduct to regulatory failures to corporate governance and internal compliance concerns. A frequent author and speaker on government enforcement and compliance issues, Mr. Mascianica is ranked in Chambers USA for Litigation: White-Collar Crime & Government Investigations and the Lawdragon 500 Leading Litigators in America list in 2025 and 2026.

A former assistant director in the SEC Division of Enforcement, Mr. Mascianica supervised a team handling more than 150 confidential investigations and received multiple SEC Enforcement Director’s awards. He also served as a Special Assistant U.S. Attorney for the United States Attorney’s Office for the District of Colorado, prosecuting securities-related misconduct. He earned his J.D., cum laude, from the Loyola University Chicago School of Law and his B.B.A., with distinction, from the University of Michigan.

Mr. Bastnagel is an experienced litigator who concentrates his practice on representing corporate clients in complex litigation and class action matters in state and federal courts at both the trial and appellate levels. He also represents clients in government investigations and enforcement actions brought by the SEC, DOJ, the Federal Trade Commission, the Consumer Financial Protection Bureau, and state attorneys general.

Mr. Bastnagel has a B.A. from Loyola University Maryland and earned his J.D. from the Columbus School of Law at the Catholic University of America (CUA), where he worked with CUA’s Innocence Project Clinic and Clemency Project.
