“I don't know that the state bar of Virginia is going to be that excited about getting involved,” Manuel said, expressing skepticism that the complaint will gain traction.
Manuel questioned whether the allegations meet the threshold for an ethics violation, emphasizing that bar associations typically handle more clear-cut misconduct.
“I’m not so sure it rises to the level of a bar complaint,” he said.
Manuel added that the underlying law is not always interpreted uniformly.
“Personally, I don't agree with the way the EEOC is doing this, but Title VII can be read a number of ways,” Manuel said.
