Sam is a noted author and speaker and a dynamic problem solver with a strong understanding of complex commercial insurance matters, as well as U.S. and international privacy and cybersecurity laws and regulations. His primary practice focuses on insurance coverage and risk management counseling for major corporate policyholders, advising on the full range of commercial insurance products and coverage disputes. His coverage practice intersects substantially with his privacy and data protection experience in the emerging and critical area of artificial intelligence law, legislation, and public policy — an area where coverage questions, regulatory compliance, and technology policy converge.

Sam regularly advises clients across all industries on privacy and cybersecurity compliance, providing strategic advice on state, federal, and international frameworks such as the CCPA, GLBA, HIPAA, COPPA, CAN-SPAM, FCRA, security breach notification laws, GDPR, and industry standards, including the Global Privacy Control and the NIST Cybersecurity and Privacy frameworks. He also advises clients on litigation risks concerning the collection and disclosure of personal and sensitive personal information to third parties for purposes of marketing and advertising. Sam's additional experience includes advising financial institutions, mortgage lenders, licensed lenders, and loan services with the development and maintenance of their regulatory compliance programs for consumer financial services.

A regular author on technology policy and law, Sam's recent topics include artificial intelligence governance and liability, quantum computing's potential impact on encryption standards, a policy analysis of trusted execution environments, and major developments in state privacy law. Prior to joining Bradley, he served as policy counsel for the Future of Privacy Forum in Washington, D.C., where he advised Fortune 50 clients on shifting policy and privacy law affecting digital advertising technology. Sam also served as the Dr. Alan Westin Fellow of Privacy Law at the International Association of Privacy Professionals, the world's largest privacy profession trade group and industry certification organization.

He leverages cutting-edge tools — including large language model platforms, AI-assisted legal research, and document automation systems — to deliver high-quality, efficient work product for clients. His extensive hands-on experience with these platforms informs his broader practice at the intersection of insurance coverage and AI law, allowing Sam to bring both technical fluence and substantive legal insight to clients navigating emerging technologies risks.
