Eugene Benick is a senior attorney in the firm’s Government Contracts Practice Group in Bradley’s D.C. office, where he advises contractors, grant recipients, and cooperative agreement recipients on complex procurement, litigation, and regulatory matters involving government procurements at the state and federal levels.
Eugene’s government contracts practice focuses on bid protests, claims and disputes, federal grants and cooperative agreements, FAR and DFARS compliance, ITAR and EAR compliance, and the Freedom of Information Act (FOIA). He represents clients before the Government Accountability Office (GAO), the U.S. Court of Federal Claims (COFC), and agency-level protest forums, and advises contractors throughout the acquisition lifecycle on protests, contract administration issues, and risk mitigation.
Eugene also serves as one of the firm’s lead litigators in matters pending in federal and state courts in Virginia. He has litigated matters in both the Eastern District of Virginia and the Western District of Virginia. He also has represented clients in courts across the Commonwealth of Virginia, including in Accomack, Arlington, Fairfax, Loudoun and Prince William counties, as well as the cities of Alexandria and Manassas, Virginia.
Before joining the firm, Eugene served in the U.S. Agency for International Development’s (USAID) Office of the General Counsel, Litigation and Enforcement Division, where his roles included senior counsel and acting assistant general counsel. During his tenure, he represented USAID in 101 bid protests before the GAO, COFC, and agency protest forums.
Eugene also served as lead attorney advisor for USAID’s $17 billion NextGen Global Health Supply Chain program, one of the agency’s largest and most consequential procurement initiatives. In that role, he advised contracting officers and acquisition teams on complex FAR questions, procurement strategy, data rights, and government technology agreements across multiple simultaneous procurements.
Prior to his government service, Eugene practiced complex commercial and class action litigation law involving contract, antitrust, False Claims Act, privacy and data security, securities, and tort matters.
