Eugene Benick is a government contracts attorney with extensive experience in bid protests, requests for equitable adjustments and claims, and resolving organizational conflict of interests. He also is well versed with the Freedom of Information Act (FOIA), the Federal Tort Claims Act, federal debt collection, foreign litigation, and complex litigation.
Prior to joining Bradley, Eugene served with USAID in the Office of the General Counsel’s Litigation & Enforcement Division (GC/LE). At USAID, he handled 101 bid protests filed with the agency, the Comptroller General (GAO), and the Court of Federal Claims (COFC). From 2019 to 2025, his litigation teams accounted for 77.6% of USAID’s successful non-settlement litigation outcomes (66 of 85 cases) in a five-attorney division. Eugene also served as a legal advisor on multibillion-dollar procurements for USAID.
