Owen E. Salyers is an associate in the firm’s Construction and Government Contracts practice groups. Prior to joining Bradley, he served as a law clerk for the Civilian Board of Contract Appeals, where he supported 12 administrative judges handling disputes between government contractors and federal civilian agencies under the Contract Disputes Act (CDA), through both formal board proceedings and alternative dispute resolution.
He earned his J.D. (cum laude) from the Catholic University of America Columbus School of Law, where he served as an associate editor of the Catholic University Law Review. He also holds a Bachelor of Civil Engineering (magna cum laude) from Catholic University, with a concentration in construction engineering and management, including an emphasis on schedule and delay analysis.
Owen advises clients on all aspects of the government procurement cycle, including proposal assembly, bid protests, contract administration and compliance assistance, internal investigations, dispute avoidance, claim preparation and management, and dispute resolution. He has experience managing cases throughout all phases of a dispute, with an focus on identifying early opportunities for resolution through alternative dispute resolution methods. He also assists with transactions involving government contract assets and the novation of government contracts.
His litigation experience includes disputes under the Contract Disputes Act before the Boards of Contract Appeals and U.S. Court of Federal Claims, involving construction defects, change orders and directives, contract terminations (for convenience and default), differing site conditions, and matters of contract interpretation.
