Nathaniel Greeson is a government contracts partner in Bradley’s Washington, D.C. office. He represents contractors, grantees, and international companies in the full range of government procurement disputes and counseling matters, with particular depth in bid protests, contract claims and disputes, and federal grants and cooperative agreements.
Nathaniel's practice is distinguished by the breadth of forums in which he litigates and the range of clients he serves. He regularly represents both disappointed offerors and contract awardees in bid protests before the Government Accountability Office (GAO) and the U.S. Court of Federal Claims (COFC), and he prosecutes and defends contract claims before the Civilian Board of Contract Appeals (CBCA), the Armed Services Board of Contract Appeals (ASBCA), and in federal court. He also handles SBA size protests and NAICS appeals before the SBA Office of Hearings and Appeals (OHA) and advises on state and local procurement disputes nationwide.
A notable feature of Nathaniel's practice is his work with international companies seeking to do business with the U.S. government. He advises foreign companies on FAR and DFARS compliance, market entry strategy, FOCI considerations, and the legal and regulatory framework unique to foreign participation in federal procurement. His experience working directly with contracting officers, agency program officials, state and local officials, and agency finance officials gives him practical insight that few outside counsel can offer.
Nathaniel has been recognized by Best Lawyers: Ones to Watch (2021–2025), as a JD Supra Readers' Choice “Top 10 Author” for Government Contracting (2026), and as a member of Bradley's Law360 Government Contracts Practice Group of the Year team (2021, 2023, 2024, 2025). He is a prolific contributor to the BuildSmart blog and a frequent author on procurement law, enforcement trends, and regulatory developments affecting federal contractors and grantees.
Nathaniel focuses his practice in the following areas:
Before joining Bradley, Nathaniel served as a senior litigation advisor in the Procurement and Fiscal Law Division of the DHS FEMA Office of Chief Counsel, where he litigated bid protests on behalf of the federal government before the GAO and the U.S. Court of Federal Claims, and handled appeals before the Civilian Board of Contract Appeals on behalf of FEMA. That experience gave him a first-hand understanding of how agencies evaluate proposals, make source selection decisions, and apply the standards that govern contractor claims — perspective that directly informs how he advises and advocates for contractors today. He also advised FEMA contracting officers and program officials on solicitation structure, technical evaluation criteria, debriefings, cure notices, and contract terminations, and managed FEMA's Suspension and Debarment Program, including conducting investigations and advising on enforcement actions.
This background — working inside the procurement system, not just advising clients navigating it from the outside — is a material differentiator. Nathaniel understands how decisions are made at the agency level, what arguments resonate with contracting officials, and where disputes are most likely to arise.
